I would add one caveat, the rocket, motor ejection or wired with triple
redundant electronics, must not pose a excessive danger. Seen a few come to
the RSO with fins not glued in very good.........

The KISS principle plays a BIG part in this. L1 certs should be as simple
as possible. This is especially true for people that have never fired
anything bigger than a D or E motor. Bringing in dual deployment,
electronics, and all the associated complexity for an L1 cert is asking for
trouble. Is it doable? Absolutely! Just not recommended. Save the
electronics for your L2 cert, it's gonna be hard enough as is.

Why does everybody advocate a simple motor eject for certs all the time? Do
what YOU want to do for your cert flight, it will make YOU the happiest.
The
electronics we employ are relatively simple to use, there is no good reason
that if you are confident in your groundtest to not use it on your cert.
