Don't know why I didn't think of contacting Mark (he inspected my magazine
back in Nov/07). I gave him a call and said I was good until 2009 - don't
know why I didn't get my paperwork. I should receive it in about a week
(wasn't I told that before?).

FWIW,
I was reinspected by the DLI back in Nov/07. Submitted renewl packet
(including fingerprints) back in early December. DLI cashed my check and
STILL have yet to hear from anyone. I phoned Renette (did I spell her name
correctly?) and she said my paperwork was on her desk - then informed me
that she was retiring and had one week left and was training someone. She
said I would be processed in the next week or so - that was back in
February.
I don't know who to contact directly anymore. If anyone knows for sure,
please post!

According to my calls to Washington and my BATFE agent (Matt Grim - out of
Yakima, BTW), DOT regulations cover transportation of restricted materials,
and BATFE regulations the rest. If I remember correctly, for personal use
you can have up to 1K lbs of APCP in your personally owned vehicle.
There was complicated debate about WA state licensing at a WAC meeting. I
will say that getting a WA state explosive license was very easy and cheap
($10).

Mark,
You may need to have "contingent storage." Someone else who lives near you
where you can store motors that don't get used at a launch.
Example scenario: You contact a vendor at his/her place of business by
phone or email and complete a purchase for an upcoming launch. The vendor
delivers your motors to the launch site on the specified launch day(s), and
you go out and fly. It usually takes longer than you expect to get a rocket
off the ground, and recover, and you have leftover motors after the launch.
Maybe the wind picked up too much to fly your restricted motors. Now you
need storage. The ATF wants to know where that is.
If you know someone who lives nearby with storage, great! Get a letter from
them granting permission for you to store there. The ATF inspector will
call them to verify this is OK.
Most people have found it is easier to just get their own storage magazines
and go through all the paperwork that involves, rather than burden a friend
or colleage. But you need a good sized property to make it work.
Sorry it's so complicated. I've had to jump through all the same hoops with
my Importer License here in Bend. I own my magazines, but they are located
20 miles from my house/place of business at a farm owned by a friend. And
living in Oregon is a blessing, since there are no state requirements or
regulations for sport rocketry.
It's been about a year since anything has been mentioned about the
Tripoli/NAR Vs. ATF lawsuit. There was supposed to be a "final" decision by
the judge last July. The dream is that all the ATF regulations for rocketry
will soon go away. I think the fight has been ongoing for the last 8-10
yrs, so I've stopped holding my breath. I have a little bit of hope left,
but not much. I just renewed my license for three more years.
