It's probably not regulated it is probably a drop ship from the 
supplier.  The supplier merely advertises the product on Amazon's site and 
all orders received are fulfilled by the manufacturer which is why it has 
to go in a separate carton.  It's coming from a different location.  You 
could buy one to make sure.  The return address would still read Amazon but 
the shippers zip-code would be different.
